A STUDY ON A DRAINAGE PROBLEM AND THE FILING DEADLINE FOR COUNCIL ELECTIONS WERE ITEMS FOR THE NORTON CITY COUNCIL LAST NIGHT.  CITY ADMINISTRATOR ROB LAWSON PRESENTED A QUOTE FROM PENCO ENGINEERING TO DO A STUDY ON THE DRAINAGE PROBLEM OFF ARMORY DRIVE AND SOUTH.  THE COST WILL BE 35 HUNDRED DOLLARS AND THE MONEY IS AVAILABLE in the SPECIAL HIGHWAY IN THE BUDGET.  THE QUOTE WAS ACCEPTED WITH JERRY JONES ABSTAINING FROM VOTING.  ALSO, THE general ELECTION WILL BE COMING UP APRIL THIRD FOR COUNCIL POSITIONS HELD BY JEFF OTTER IN WARD ONE, DONNA FOLEY IN WARD TWO, AND TOBY KUHN IN WARD THREE.  THE FILING DEADLINE IS JANUARY 24TH AND THE COST IS FIVE DOLLARS AT THE CITY CLERK’S OFFICE.   ALSO LAST NIGHT, GLORIA COLE ASKED ABOUT ZONING AND THE BOTTLENECK TRAFFIC AT THE NORTH END OF THE STREET BY THE EISENHOWER SCHOOL.  THE HOUSE NEXT TO HER IS BEING SOLD AND MAY BE PURCHASED BY DSNWK.  SHE WAS INQUIRING ABOUT HAVING A BUSINESS IN THAT AREA.  CITY ATTORNEY KAREN GRIFFITHS STATED IT WAS NOT A BUSINESS, BUT A HOME FOR THE HANDICAPPED AND IS PROTECTED BY THE FAIR HOUSING ACT.  THE CITY WILL STUDY THE TRAFFIC PROBLEMS.  THE AGREEMENT WITH PENCO ENGINEERING ON THE GEOMETRIC IMPROVEMENT PROJECT WAS PUT ON HOLD TILL THE NEXT MEETING.  THE COUNCIL APPROVED THE PURCHASE OF A 2013 VEHICLE FOR THE POLICE DEPARTMENT THAT WAS BUDGETED FROM THE KANSAS HIGHWAY PATROL PARTNERSHIP.  THEY ACCEPTED THE RESOLUTION ON THE GENERALLY ACCEPTED ACCOUNTING PRINCIPLES AND FIXED ASSET ACCOUNTING.  THEY ALSO ACCEPTED THE RESOLUTION SETTING CERTAIN ANNUAL SALARIES FOR CERTAIN CITY EMPLOYEES, LIKE THE FIRE CHIEF, MUNICIPAL JUDGE, CITY TREASURER, CITY PROSECUTOR AND THOSE ON AN ANNUAL SALARY.  POLICE CHIEF PAT MOREL REPORTED THAT ONE OF THE NEW OFFICERS WILL BE GOING TO THE TRAINING ACADEMY STARTING MONDAY.  THE CITY HAS RECEIVED AN INVOICE FROM ONE OF THE TAXI SERVICES IN NORTON FOR FOUR RIDES HOME ON NEW YEAR’S EVE.  UPCOMING WORK SESSIONS WILL BE PERSONNEL JANUARY 12TH AT 4:15 WITH PARKS JANUARY 16TH AT 5:15.  ALL MEETINGS AND WORK SESSIONS ARE HELD IN CITY HALL AND ARE OPEN to the PUBLIC.
