COUNCIL NOTES  1/19/12  DW

 

THE ACTIVITIES FOR THE SUMMER AT ELMWOOD PARK AND THE ENGINEERING CONTRACT WITH PENCO WERE ITEMS FOR THE NORTON CITY COUNCIL LAST NIGHT.  THE COUNCIL APPROVED THE SCHEDULES FOR THE RACING ASSOCIATION, FRISBEE GOLF, SMOKIN’ IN THE BARN, THE HORSE COUNCIL AND THE AMUSEMENT ASSOCIATION FOR THE FAIR.  THE APPROVAL FOR THE MUD DRAGS WILL BE AT A LATER MEETING WHEN THE DATES ARE SET.  CITY ADMINISTRATOR ROB LAWSON PRESENTED AN ENGINEERING CONTACT WITH PENCO TO DO THE ENGINEERING FOR THE GEOMETRIC IMPROVEMENT PROJECT ON HIGHWAY 36.  THE CITY WAS APPROVED FOR THE PROJECT TO BE DONE AFTER JULY OF 2013 BY THE KANSAS DEPARTMENT OF TRANSPORTATION.  HE PROPOSED PAYING FOR THE ENGINEERING COSTS WITH HALF THIS YEAR AND HALF NEXT YEAR.  THEY ARE STUDYING HOW TO IMPROVE THE AREA FROM JUST WEST OF THE STOPLIGHT TO NEAR JONES STREET.  THEY WERE PLANNING TO MAKE THE HIGHWAY WIDER KEEPING THE FOUR LANES.  BUT THAT WOULD REQUIRE MOVING THE STORM SEWER FOR THE CITY AND ALSO PURCHASING ADDITIONAL RIGHT OF WAY FROM THE PROPERTY OWNERS ON THE NORTH SIDE OF THE HIGHWAY.  AN ENGINEER FROM PENCO WILL BE AT THE NEXT MEETING TO TALK ABOUT IT.  HE IS PROPOSING A THREE LANE HIGHWAY WITH ONE DRIVING LANE FOR EAST AND WESTBOUND AND THEN HAVING A TURNING LANE IN THE MIDDLE.  THIS WOULD ALLOW FOR THE PROJECT TO GO ON FARTHER TO THE WEST SINCE THERE WOULD ONLY BE THREE LANES.  THIS WILL HAVE TO BE APPROVED BY THE KDOT SINCE THEY AWARDED THE MONEY.  IT WOULD SAVE MOVING THE STORM SEWER AND PURCHASING ADDITIONAL RIGHT OF WAY.  THE COUNCIL IS ASKING FOR PUBLIC INPUT ON THE PROJECT.  THE THREE LANE HIGHWAY COULD ALSO BE DONE WITH PILOT CAR INSTEAD OF A DETOUR.  LAWSON PRESENTED A LIST OF ACCOMPLISHMENTs FOR THE PUBLIC WORKS DEPARTMENT IN THE PAST FIVE DAYS.  THE INMATE WORK CREWS ARE WORKING ON THE CITY TRAILERS, REPAINTING THEM, REPLACING THE DECKS, REPACKING WHEEL BEARINGS AND WHAT EVER ELSE NEEDS TO BE DONE.  THE UPDATES FROM THE ECONOMIC DEVELOPMENT, NORTON CHAMBER AND TRAVEL AND TOURISM WERE PRESENTED.  THE COUNCIL APPROVED THE DONATION OF 150 DOLLARS TO THE NORTON POST PROM.  THEY ACCEPTED THE OFFER FROM THE NORTON LIONS CLUB TO REPLACE SOME OF THE TREES IN ELMWOOD PARK.  THE CITY ALSO HAS MONEY IN THE BUDGET FOR REPLACING SOME TREES AND WILL WORK WITH THE LIONS ON THE PROJECT.  THE COUNCIL APPROVED REMOVING THE ROOF SHEETING, BUT LEAVING THE SUPPORTS ON THE GRANDSTANDS AT THE RACE TRACK FOR SAFETY REASONS.  JERRY JONES VOTED NO.  UPCOMING WORK SESSIONS WILL BE PUBLIC SAFETY AND UTILITY ON JANUARY 30TH STARTING AT 5:15.  THE POOL DESIGN COMMITTEE WILL MEET MONDAY AT 5:30.  the PERSONNEL COMMITTEE WILL MEET FEBRUARY 23RD AT 4:15.  ALL MEETINGS ARE HELD IN CITY HALL AND ARE OPEN TO THE PUBLIC.
