THE UPDATE ON THE ROAD AND BRIDGE AND THE COMPACTOR FOR THE SOLID WASTE WERE ITEMS FOR THE NORTON COUNTY COMMISSIONERS AT THEIR MEETING MONDAY.  FLOYD RICHARD AND SANDY SMITH DISCUSSED ADDITIONAL FIELD ENTRANCES AND THE EXPANSION/ADD ON TO CULVERTS ALREADY IN PLACE.  THERE WAS DISCUSSION LAST FALL ABOUT THE SAME ISSUE AND AFTER DISCUSSION, THE COMMISSION AND COUNTY ATTORNEY AGREED THIS IS A BILLABLE EXPENSE AND THE COUNTY NEEDS TO BE REIMBURSED IF THERE IS ALREADY FIELD ACCESS.  THE COMMISSION SUGGESTED A FORM BE DEVELOPED FOR ACCEPTANCE OF THE TUBES.  SMITH PRESENTED A COUPLE OF FIELD ENTRANCE REQUESTS FOR DISCUSSION.  THEY TABLED A DECISION UNTIL THE SITE CAN BE SEEN.  THE COMMISSION ALSO SUGGESTED THAT THE LANDOWNER BUILDING A FENCE WITHIN THE COUNTY RIGHT OF WAY BE CONTACTED AND INFORMED THAt AT THIS TIME, THE ROAD IS STILL OPEN AND HAS NEVER BEEN CLOSED, SO CONSTRUCTION SHOULD CEASE UNTIL A FINAL DECISION IS MADE.  THEY ALSO ADDRESSED A REQUEST IN THE WEST UNION TOWNSHIP AND THE OLD RAILROAD BED.  THERE IS NOW A PROPERTY OWNER DISPUTE ON ACCESS TO THE PROPERTY.  COUNTY ATTORNEY DOUG SEBELIUS INFORMED THE COMMISSION THIS IS MORE A PERSONAL/PRIVATE ISSUE FOR THE LANDOWNERS BECAUSE THIS ACCESS IS OUTSIDE THE COMMISSION AUTHORITY.  THE MOTOR GRADER THAT WAS DAMAGED IN AN ACCIDENT WAS REPAIRED AND THE COUNTY WOULD GO TO NORTH PLATTE TO PICK IT UP AND RETURN THE LOANER.  THE ROAD DEPARTMENT ORDERED CULVERTS FOR THE NECESSARY SPRING/SUMMER PROJECTS.  SMITH PRESENTED THE LIST OF THE CULVERTS AND SIZES ORDERED.  THEY ADDRESSED THE COMPACTOR THAT HAD SOME PROBLEMS THAT NEEDED TO BE FIXED.  SOLID WASTE SUPERVISOR CURT ARCHIBALD WILL INFORM THE COMPANY ABOUT THE REPAIRS AND THE WARRANTY.  THEY ALSO ADDRESSED THE TRAINING SESSIONS COMING UP IN MARCH FOR THE DEPARTMENT OF CORRECTIONS.  THERE WILL NEED TO BE ADDITIONAL EMPLOYEES FROM THE ROAD DEPARTMENT AND NOXIOUS WEED AS WELL AS SOLID WASTE.  THIS WILL MAKE EMPLOYEES CERTIFIED TO WORK WITH INMATE LABOR AND CERTIFIED ADDITIONAL STAFF TO COVER SHIFTS AT THE SOLID WASTE.  NOXIOUS WEED SUPERVISOR REGGIE BECKMAN DISCUSSED SENDING CLARENCE WETTER TO CERTIFICATION SCHOOL IN MANHATTAN FOR A WEEK LONG COURSE THAT WILL REQUIRE TESTING.  THE CONTRACT SUBMITTED TO THE STATE OF KANSAS FOR WEED CONTROL ALONG THE STATE HIGHWAY RIGHT OF WAY WAS ACCEPTED BY THE STATE.  ROAD EMPLOYEE HERMAN PFANNENSTIEL ADDRESSED THE JOB FOREMAN POSITION ON THE WEST SIDE OF THE COUNTY AND HIS JOB RESPONSIBILITIES.  THE COMMISSION MET THIS MORNING WITH THE ROAD EMPLOYEES AT THE COUNTY SHOP AT EIGHT.  THEN THEY RETURNED TO THE COURTHOUSE FOR THEIR MEETING AT NINE.  THESE MINUTES ARE NOT OFFICIAL UNTIL SIGNED AND APPROVED BY THE NORTON COUNTY COMMISSIONERS AT THEIR MEETING TODAY.  ALL MEETINGS ARE OPEN  TO THE PUBLIC.
