Norton County Commissioners Minutes

THE UPDATE ON THE ANNUAL MEETING AND THE ROAD AND BRIDGE UPDATE WERE ITEMS FOR THE NORTON COUNTY COMMISSIONERS AT THEIR MEETING LAST MONDAY.  THE ALMENA SENIOR CITIZENS BOARD MEMBER AND THEY ELECTED BEV WHITNEY AS PRESIDENT, AS WELL AS BOARD MEMBERS LAURA CRAIG, BILL ECKHART, VICKI WENDEL AND KATHY DONALDSON.  THEY ARE WORKING TO UNIFY THE SENIOR CITZENS AND WANT THE CENTER TO BE A GOOD PLACE FOR RESIDENTS.  ALSO MONDAY, RESIDENTS OF THE WEST UNION TOWNSHIP WERE AT THE MEETING TO DISCUSS AN ACCESS TO PROPERTY OWNED BY THE HOCKMAN FAMILY.  THE FAMILY HAS A TRACT OF LAND THAT IS NOT ACCESSIBLE UNLESS THEY CROSS NEIGHBORING PROPERTY.  AT THIS TIME, AN AGREEMENT CANNOT BE MADE BETWEEN THE TWO LANDOWNERS WITH THE CLOSING OF THE RAILROAD, WHICH WAS THE FORMER METHOD OF ENTRANCE.  A COUPLE OF OPTIONS WERE DISCUSSED BUT NO CONCLUSION WAS REACHED.  THE COMMISSION WILL DISCUSS IT WITH THE DIVISION OF WATER RESOURCES, WILDLIFE AND PARKS TO SEE WHAT REGULATIONS WILL APPLY IF A LOW WATER CROSSING IS APPLIED FOR.  COUNTY ATTORNEY DOUG SEBELIUS ALSO GAVE THE LEGALITIES ASSOCIATED WITH THE OPTIONS.  FLOYD RICHARD AND SANDY SMITH FROM THE ROAD AND BRIDGE WERE ASKED TO START VIEWING THE PROPERTY IN QUESTION AND THE CONTACTS THAT WILL NEED TO BE MADE.  SMITH PRESENTED A ROAD CLOSING REQUEST ON COUNTY ROAD W-10.  LAND BEING USED TO PARK COUNTY EQUIPMENT WAS ADDRESSED.  A LETTER WAS RECEIVED FROM THE WALKER FAMILY ATTORNEY CONCERNING THE LAND.  THE COUNTY HAS MOVED THE EQUIPMENT AND THE COUNTY ATTORNEY WILL RESPOND TO THE FAMILY’S ATTORNEY.  SOLID WASTE SUPERVISOR CURT ARCHIBALD AND HERMAN PFANNENSTIEL REPORTED ON THE COMPACTOR THAT DEVELOPED SOME MECHANICAL ISSUES THAT WILL NEED TO BE CORRECTED.  ARCHIBALD HAS SPOKEN TO BEST EQUIPMENT TO SEE WHAT THEY WOULD LIKE TO DO TO COVER THE WARRANTY.  PFANNENSTIEL SPOKE TO FOLEY EQUIPMENT TO GET A QUOTE ON THE REPAIRS.  ARCHIBALD DISCUSSED A CONTROLLED BURN SOUTH OF THE LANDFILL DUE TO TRASH BLOWING ONTO THE NORTON LIVESTOCK PROPERTY.  THE COMMISSION FELT THE BEST WAY TO CLEAN THE PROPERTY WAS WITH A CONTROLLED BURN, WHICH WOULD CLEAN THE BRUSH, WEEDS AND TRASH.  CLARENCE TIEN FROM THE NORTON LIVESTOCK WAS RECEPTIVE TO THE IDEA.  THE COUNTY WILL REQUEST THE HELP OF THE RURAL FIRE DEPARTMENT.  ATTORNEY SEBELIUS PRESENTED THE LEASE PURCHASE WITH THE FIRST SECURITY BANK FOR THE 2012 CHARGER FOR THE SHERIFF’S OFFICE FOR THREE YEARS.  THE LEASE PURCHASE WAS ACCEPTED.  BIDS WERE PRESENTED FOR THE NEW BOBCAT AT THE LANDFILL.  NORTON COUNTY AHS A CONTRACT THAT PROVIDES FOR TRADING EACH YEAR ON THE HOUR METER.  TWO BIDS WERE RECEIVED AND THE COMMISSION ACCEPTED THE LOW BID FROM FAIRBANKS FOR 900 DOLLARS.  THERE BEING NO FURTHER BUSINESS, THE COMMISSIONERS ADJOURNED LAST MONDAY AFTERNOON.  THESE MINUTES ARE NOT OFFICIAL UNTIL SIGNED AND APPROVED BY THE NORTON COUNTY COMMISSIONERS AT THEIR NEXT MEETING TOMORROW.  ALL MEETINGS ARE OPEN TO THE PUBLIC.
