Norton County Commissioners Notes

A VARIANCE FOR A LOCAL BUSINESS AND A ROAD HEARING WERE ITEMS FOR THE NORTON COUNTY COMMISSIONERS AT THEIR MEETING MONDAY. CALVERT SWINE PRESENTED A REQUEST FOR THE COMMISSIONERS TO SIGN A RESOLUTION TO REQUEST THAT THE KANSAS DEPARTMENT OF HEALTH AND ENVIRONMENT REDUCE THE SEPARATION DISTANCE OF THE PROPOSED CALVERT SWINE PERMIT FOR A 93 HUNDRED HEAD OF FINISHING HOGS UNIT FROM FOUR THOUSAND FEET TO THREE THOUSAND. TERRY NELSON FROM CALVERT SWINE WAS AT THE MEETING TO ADDRESS HIS PLANS FOR THE UNIT. IF THAT VARIANCE WAS NOT GRANTED, HE PLANNED TO PUT IN SEVERAL SMALLER UNITS WITH SETBACKS OF ONLY 13 HUNDRED FEET. THE COMMISSION OPENED THE MEETING FOR PUBLIC COMMENTS FOR 20 MINUTES. SEVERAL AREA RESIDENTS WERE IN ATTENDANCE AND MANY WERE OPPOSED TO THE SITE. TOPICS INCLUDED WATER QUALITY, AIR QUALITY, WORK FORCE IN THE COMMUNITY, ENVIRONMENTAL CONCERNS CITIZENS RIGHTS AND THE FUTURE OF THE COMMUNITY. THE PUBLIC HEARING PORTION WAS THEN EXTENDED FOR ANOTHER 15 MINUTES. AFTER THE PUBLIC DISCUSSION, THE COMMISSION PASSED THE RESOLUTION ASKING FOR THE VARIANCE FOR CALVERT SWINE. THE MOTION PASSED WITH COMMISSIONERS JOHN MILLER AND CAROLYN APPLEGATE VOTING YES AND RICHARD THOMPSON VOTING NO. ALSO, THE COMMISSION HELD A ROAD HEARING FOR A ROAD IN TOWNSHIP ONE. THERE WAS ONE COUNTY RESIDENT OPPOSED TO THE CLOSING AND TWO IN FAVOR. AT THIS TIME THERE IS NO VISIBLE COUNTY ROAD AND IT HAS NOT BEEN MAINTAINED FOR MANY YEARS. THE COMMISSION PASSED THE RESOLUTION TO CLOSE THE ROAD. THE COMMISSION SIGNED A RESOLUTION ENCOURAGING THE GOVERNOR TO CAREFULLY CONSIDER ANY CHANGES IN THE MEDICAID OR HEALTH CARE PROVISIONS FOR PERSONS WITH INTELLECTUAL AND DEVELOPMENTAL DISABILITIES, TO REMOVE LONG TERM CARE SERVICES FOR SAID PERSONS FROM THE PROPOSED PRIVATIZED MANAGED CARE PLAN AND TO CONTINUE THE PRESENT STATE/COUNTY APPOINTED ADMINISTRATION OF THIS SERVICE DELIVERY SYSTEM. THEY ALSO SIGNED THE RESOLUTION ADOPTING THE NORTHWEST KANSAS SOLID WASTE PLANNING AUTHORITY SOLID WASTE MANAGEMENT 2011 CALENDAR YEAR END REPORT AND APPROVE THE SOLID WASTE PLAN. ROAD AND BRIDGE OPERATIONS WERE ALSO ADDRESSED DURING THE MONDAY MEETING. THESE MINUTES ARE NOT OFFICIAL UNTIL SIGNED AND APPROVED BY THE NORTON COUNTY COMMISSIONERS AT THEIR NEXT REGULAR MEETING MONDAY. ALL MEETINGS ARE OPEN TO THE PUBLIC.
