Norton County Commissioner Minutes

THE UPDATE ON DEPARTMENTS AND A ROAD CLOSING WERE ITEMS FOR THE NORTON COUNTY COMMISSIONERS AT THEIR MEETING MONDAY.  SHERIFF TROY THOMSON REPORTED ON THE VOICE RECORDING SYSTEM THAT NEEDS TO BE REPLACED.  HE SPOKE WITH A LOCAL VENDOR AND VOICE PRODUCTS SYSTEMS FOR THE PROGRAMMING NEEDS AND PROVIDED ESTIMATES.  THE COMPUTER ESTIMATE WAS 15 HUNDRED DOLLARS AND THE VOICE PRODUCTS WILL BE ABOUT 69 HUNDRED.  THE COST AND BIDS WERE APPROVED.  SANDY SMITH FROM THE ROAD AND BRIDGE UPDATED ON THE OPTIONS AND PROJECTS BEING WORKED ON AS WELL AS PROJECTS THAT HAVE BEEN COMPLETED.  SOLID WASTE SUPERVISOR CURT ARCHIBALD TOLD THE COMMISSION THAT THE TRACK LOADER WILL BE SENT TO COLBY FOR NECESSARY REPAIRS.  THE COMMISSION ALSO DISCUSSED THE NEED TO CONTINUE TO MAINTAIN THE SOLID WASTE AREA AND KEEP THE TRASH PICKED UP.  THE COMMISSION HELD A ROAD CLOSING HEARING AND OPENED THE MEETING FOR PUBLIC COMMENT.  MARVIN WUDTKE, LAND OWNER AND DALE SCHULZ TENANT ON THE PROPERTY EXPRESSED THEIR CONCERNS ABOUT THE CLOSING THE ROAD AND THE FUTURE ACCESS WITH HAULING GRAIN.  WUDTKE HAD CONCERNS ABOUT CLOSING THE ROAD AND IF THE VACATED ROAD/LAND WENT BACK TO THE PROPERTY OWNER.  QUESTIONS WERE RAISED ABOUT SURVEYING THE PROPERTY AND FINDING THE CENTER OF THE ROADWAY.  AFTER DISCUSSION, THE COMMISSION APPROVED CLOSING THE ROAD WITH THE AGREEMENT THAT THE COUNTY WOULD PAY FOR A SURVEY.  CHARLOTTE LINSNER FROM OPTIONS DOMESTIC VIOLENCE REPORTED ON THE PROGRAMS AND SERVICES FROM THEIR FIRM.  SHE ASKED THAT THE COUNTY ASSIST WITH THEIR PROGRAM BY OFFERING A HOTLINE ON A DAILY BASIS TO A LOCAL RESIDENCE.  AFTER REVIEW OF THE REQUEST AND THE PROGRAMS, THE COMMISSION APPROVED A 500-DOLLAR DONATION.  REPRESENTATIVES OF HIGH PLAINS MENTAL HEALTH PRESENTED THEIR YEARLY UPDATE.  SEVERAL TOPICS WERE ADDRESSED INCLUDING: THE ANNUAL COMPARISON OF CLIENTS SERVED, REVENUE, MILL DOLLARS AND STATISTICS.  THEY ALSO ADDRESSED NEW TECHNOLOGY THAT HIGH PLAINS MENTAL HEALTH IS PLACING IN COUNTIES.  THE TECHNOLOGY WILL ALLOW FOR FASTER ACCESS TO A MENTAL HEALTH COUNSELOR AND WILL ALSO ALLOW FOR PATIENT/CLIENT ACCESS WHEN PERSONAL CONTACT IS NOT AVAILABLE.  THERE BEING NO FURTHER BUSINESS, THE COMMISSIONERS ADJOURNED MONDAY.  THESE MINUTES ARE NOT OFFICIAL UNTIL SIGNED AND APPROVED BY THE NORTON COUNTY COMMISSIONERS AT THEIR NEXT REGULAR MEETING MONDAY.  ALL MEETINGS ARE OPEN TO THE PUBLIC.
