EQUIPMENT REPAIR AND MAINTENANCE OF ROADS WERE ITEMS FOR THE NORTON COUNTY COMMISSIONERS AT THEIR MEETING MONDAY.  THE CAT SCRAPER IS IN NEED OF REPAIRS.  FOLEY EQUIPMENT OF COLBY PRESENTED A REPAIR ORDER FOR 62,500 DOLLARS.  THE MACHINE IS IN COLBY DUE TO ENGINE FAILURE AND OTHER NECESSARY REPAIRS NOTED.  THE SCRAPER IS A 1991 MODEL PURCHASED IN 2005 FOR 87 THOUSAND DOLLARS.  SINCE THAT TIME, THE COUNTY HAS SPENT NEARLY 31 THOUSAND DOLLARS IN REPAIRS.  THE COMMISSION FELT WAS NOT ADVISABLE TO SPEND THE MONEY TO MAKE THE REPAIRS AND ALTERNATIVE OPTIONS SHOULD BE CONSIDERED.  DUSTIN DANIELS FROM FOLEY EQUIPMENT STATED THE TRADE IN VALUE FOR THE EQUIPMENT IS 10 THOUSAND DOLLARS AS IT SITS.  THE 62,500 DOLLARS IS A COMPLETE BILLING FOR ALL THAT HAS BEEN IDENTIFIED AS REPAIRS NEEDED.  BUT SOME OF THOSE REPAIRS COULD BE DELAYED.  DANIELS GAVE THE COMMISSION OPTIONS TO CONSIDER FOR USED EQUIPMENT, WHICH WOULD RUN FROM 114 TO 195 THOUSAND DOLLARS FOR 2006 AND 2008 MODELS.  THE CONSENSUS WAS TO HAVE THE TRADE CONSIDERATION DELAYED AND HAVE DANIELS PROVIDE SOME MORE OPTIONS TO THE COMMISSION WITHIN 30 DAYS.  BLAKE KLEMA THE PUBLIC LAND MANAGER AT THE STATE PARK ASKED ABOUT DOING THE MAINTENANCE ON THE ROADS AROUND THE STATE PARK.   THERE WOULD BE APPROXIMATELY 13.5 MILES OF ROAD THAT WOULD NEED MAINTENANCE TWICE A YEAR.  AFTER DISCUSSION, FLOYD RICHARD AND SANDY SMITH FROM THE ROAD AND BRIDGE FELT THE COUNTY HAS ENOUGH OBLIGATIONS WITH THE CURRENT MAINTENANCE PROJECT SAND THAT ERE ARE AT LEAST 4 PRIVATE CONTRACTORS IN NORTON COUNTY THAT COULD OR MAY BE INTERESTED IN THE JOB.  RICHARD AND SMITH PRESENTED A LIST OF PROJECTS AS OF JULY 16TH THAT INCLUDED TREE REMOVAL, TUBE WORK, DITCH AND BANK WORK, ROAD WORK REQUEST, FIELD ENTRANCE AND MAJOR ROAD PROJECTS AND GRAVEL REQUESTS.  CARLOS VALENCIA EXPRESSED HIS CONCERNS ABOUT VANDALISM ON HIS PROPERTY.  HE HAS HAD NUMEROUS INCIDENTS OF VANDALISM ON HIS PROPERTY AND HE FEELS THE AUTHORIZES ARE NOT PROCEEDING WITH HIS CASE.  THE COMMISSION SUGGESTED HE RETURN TO THE AUGUST 13TH MEETING WHEN ALL PARTIES CAN BE INVOLVED.  SOLID WASTE SUPERVISOR CURT ARCHIBALD REPORTED THE WORK ON THE CELL EXPANSION WILL BEGIN ON AUGUST 13TH INSTEAD OF THE FIRST.  THERE BEING NO FURTHER BUSINESS, THE COMMISSIONERS ADJOURNED TUESDAY.  THESE MINUTES ARE NOT OFFICIAL UNTIL SIGNED AND APPROVED BY THE NORTON COUNTY COMMISSIONERS AT THEIR NEXT REGULAR MEETING MONDAY.  ALL MEETINGS ARE OPEN TO THE PUBLIC.
