Norton City Council Notes

A PROPOSED HOUSING DEVELOPMENT AND THE BUDGET FOR 2013 WERE ITEMS FOR THE NORTON CITY COUNCIL LAST NIGHT.  ECONOMIC DEVELOPMENT DIRECTOR SCOTT SPROUL PRESENTED A PROPOSAL FROM A POTENTIAL DEVELOPER TO BUILD 12 DUPLEXES IN NORTON.  THEY ARE STILL NEGOTIATING FOR THE LAND FOR THE DEVELOPMENT.  THE ECONOMIC DEVELOPMENT IS WORKING ON AN APPLICATION FOR THE KANSAS HOUSING RESOURCES CORPORATION MODERATE INCOME HOUSING.  THE APPLICATION WILL BE FOR 400 THOUSAND DOLLARS.  THIS IS A NEW GRANT PROGRAM AND THIS IS THE FIRST YEAR.  SPROUL WAS AT THE MEETING TO SEE ABOUT GETTING HELP FROM THE CITY WITH THE INFRASTRUCTURE.  CITY ADMINISTRATOR ROB LAWSON AND JEROL DEBOER FROM PENCO ENGINEERING PRESENTED FIGURES ON THE SEWER, WATER AND PREP WORK FOR THE AREA.  SPROUL ALREADY CONTACTED MIDWEST ENERGY AND NEX-TECH ABOUT THEIR HELP WITH THE PROJECT.  ANY OF THE LABOR CAN GO AS MATCH IN THE GRANT.  THE GRANT APPLICATION NEEDS TO BE IN BY THE END OF THE MONTH.  THE COUNCIL LAST NIGHT APPROVED PROVIDING THE WATER MAINS AND WAIVING THE SEWER TAP FEES FOR THE PROJECT AT A COST NOT TO EXCEED 20 THOUSAND DOLLARS.  THEY ALSO APPROVED THE RESOLUTION TO HAVE SPROUL FINALIZE THE GRANT APPLICATION ON BEHALF OF THE CITY.  ALSO LAST NIGHT, THE COUNCIL HELD THE BUDGET HEARING FOR THE CITY.  NO ONE APPEARED AND THE BUDGET WAS APPROVED.  THEY ALSO HELD A PUBLIC HEARING FOR A REVOLVING LOAN FUND APPLICATION FOR JEFF OTTER TO PURCHASE NORTON SHEETMETAL.  THE LOAN IS 45 THOUSAND DOLLARS WITH 4 PERCENT INTEREST FOR A 10-YEAR PERIOD.  THE NORTON DEVELOPMENT CORPORATION ALSO APPROVED THE LOAN AND THE CITY APPROVED IT AS WELL.  THE PLANNING COMMISSION IS WORKING ON UPDATING THE LANGUAGE IN THE ZONE ORDINANCES.  THEY WILL ALSO BE ASKED ABOUT THE ZONING FOR THE NEW PROPOSED COMPLEXES TO MAKE THE AREA MULTI FAMILY INSTEAD OF RESIDENTIAL.  THE COUNCIL ADDRESSED THE ISSUE OF COMMITTEE MEETINGS.  A MOTION WAS MADE BY JERRY MORITZ AND SECONDED BY RON BRIERY TO HAVE ALL COMMITTEE MEETINGS DURING THE COUNCIL MEETINGS.  THE MOTION FAILED WITH BRIERY AND MORITZ VOTING YES, JERRY JONES, ROBERTA RYAN, DONNA FOLEY AND HARRIETT GILL VOTING NO.  THE FALL CLEAN UP DAYS WILL BE OCTOBER 22ND THROUGH THE 24TH.  THE YARD WASTE PICK UP WILL CONTINUE AFTER THAT DATE.  THE MAJOR CROSSWALKS HAVE BEEN REPAINTED FOR THE SCHOOL YEAR.  BIDS HAVE BEEN RECEIVED FOR THE LIGHTING IN DOWNTOWN, BUT WILL BE PRESENTED LATER.  THERE IS MONEY IN THE BUDGET FOR THE REPLACEMENT.  THE SIDEWALK REPLACEMENT REQUEST FROM MICK MILLER FOR 65 FEET OF SIDEWALK AT 117 SOUTH FIRST WAS APPROVED.  THEY ALSO APPROVED HIS CURB REPLACEMENT REQUEST FOR 220 FEET AT 117 SOUTH FIRST.  LAWSON WAS ASKED TO LOOK AT FIXING THE INTERSECTION ON NORTH NORTON AND HIGHWAY 36.  UPCOMING MEETINGS ARE PUBLIC SAFETY MONDAY AT FIVE WITH PERSONNEL NEXT WEDNESDAY AT 4:30.  ALL MEETINGS ARE HELD IN CITY HALL AND ARE OPEN TO THE PUBLIC.
