THE CANVASSING OF THE BALLOTS AND THE BUDGET WERE ITEMS FOR THE NORTON COUNTY COMMISSIONERS AT THEIR MEETING MONDAY.  THE COMMISSIONERS CANVASSED THE BALLOTS FROM THE AUGUST 7TH PRIMARY ELECTION.  MINDY HARTING AND MARIE MORITZ CANVASSED INSTEAD OF COMMISSIONERS JOHN MILLER AND CAROLYN APPLEGATE.  THE PROVISIONAL BALLOTS WERE REVIEWED FOR REASONS AND DETERMINED BY STATUTE IF THEY COULD BE COUNTED.  MOST PROVISIONALS WERE FOR NAME CHANGES AND FOR RESIDENTS MOVING TO A NEW LOCATION WITHIN THE COUNTY.  THE CANVASSING WAS COMPLETE AND THE ABSTRACT WAS PREPARED FOR SIGNATURE.  ALSO, JOHN MAPES WAS AT THE MEETING FOR THE PUBLIC HEARING FOR THE NORTON COUNTY BUDGET FOR 2013.  THERE WERE NO PUBLIC COMMENTS.  DISCUSSION WAS HELD ON THE BUDGET FOR THE NORTON COUNTY SENIOR CENTER GRANT FOR PUBLIC TRANSPORTATION.  THEY ARE FIVE THOUSAND DOLLARS SHORT OF THE GRANT AND THE FUNDING FOR PUBLIC TRANSPORTATION IS VITAL FOR THE CITIZENS OF NORTON COUNTY.  AFTER DISCUSSION, THE COMMISSION FELT THE PUBLICATION OF THE BUDGET NEEDED TO BE REDONE AND REVISIONS MADE.  ALSO AT THE MEETING WAS CARLOS VALENCIA ABOUT THE VANDALISM AT HIS PROPERTY SOUTH OF NORTON.  SHERIFF TROY THOMSON WAS ALSO AT THE MEETING AND DETAILED THE ACTIONS TAKEN BY HIS OFFICE.  THERE ARE SEVERAL LEGAL ASPECTS TO THE INVESTIGATION AND THOMSON STATED THE DEPARTMENT HAS DONE SEVERAL INVESTIGATIONS AND INTERVIEWS AND IS FOLLOWING ALL PROCEDURES TO ASSIST WITH THE CASE.  THE CASE HAS BEEN TURNED OVER TO THE COUNTY ATTORNEY’S OFFICE.  VALENCIA IS NOT HAPPY WITH THE INVESTIGATION AND HAS FILED FORMAL COMPLAINTS.  ECONOMIC DEVELOPMENT DIRECTOR SCOTT SPROUL REPORTED ON ACTIVITIES AND PROJECTS FOR THE COUNTY.  THEY ALSO ADDRESSED THE CONTINUATION OF THE NEIGHBORHOOD REVITALIZATION PROGRAM AND POSSIBLE CHANGES.  THEY ALSO DISCUSSED A COUPLE OF BUILDINGS THAT WILL NEED ROOF REPAIRS TOTALING ABOUT 70 THOUSAND DOLLARS.  THE COMMISSION SIGNED THE BIO-TERRORISM AND NWBT FUNDING GRANT FOR THE HEALTH DEPARTMENT.  SOLID WASTE SUPERVISOR CURT ARCHIBALD REPORTED THE MOWER IS IN NEED OF REPAIRS THAT WILL BE MORE THAN THE MOWER IS WORTH.  THEY ARE USING THE MOWER FROM THE ROAD DEPARTMENT AND IT WILL BE SPRAYED LATER.  JOHN MILLER WILL BE THE VOTING DELEGATE FROM NORTON COUNTY FOR THE KANSAS ASSOCIATION OF COUNTIES MEETING WITH RICHARD THOMPSON AS THE FIRST ALTERNATE.  THE COMMISSION REVIEWED A TRANSFER OF PROPERTY AGREEMENT FOR THE ACCEPTANCE OF HOMELAND SECURITY GRANT EQUIPMENT, WHICH WILL BE 15 MOBILE RADIOS.  THE RADIOS WILL BE THE NEW MANDATED 800 MEGAHERTZ RADIO SYSTEM AND THE AGREEMENT WAS SIGNED.  SANDY SMITH AND FLOYD RICHARD DISCUSSED THE PURCHASE OF A TRAILER FOR HAULING THE BOBCAT AND OTHER EQUIPMENT.  A TRAILER WAS PICKED UP IN OBERLIN LAST WEEK AND AUTHORIZATION TO PICK IT UP WAS HER FAULT.  THE COMMISSION STATED IN ORDER TO MAKE THE PURCHASE, BID SPECIFICATIONS NEED TO BE SENT OUT TO THE DEALERS AND OPENED AT A LATER DATE.  SMITH WILL COMPLETE THE BID SPECS AND SEND THEM OUT.  THE COMMISSION SPENT THE AFTERNOON WORKING ON THE BUDGET AND DISCUSSING FUTURE PROJECTS THAT WILL NEED FUNDING.  THERE BEING NO FURTHER BUSINESS, THE COMMISSIONERS ADJOURNED MONDAY.  THESE MINUTES ARE NOT OFFICIAL UNTIL SIGNED AND APPROVED BY THE NORTON COUNTY COMMISSIONERS AT THEIR NEXT REGULAR MEETING TODAY.  ALL MEETINGS ARE OPEN TO THE PUBLIC.
