THE UPDATE ON THE NEIGHBORHOOD REVITALIZATION PROGRAM AND AN EASEMENT WERE ITEMS FOR THE NORTON COUNTY COMMISSIONERS AT THEIR MEETING FRIDAY.  SCOTT SPROUL, THE DIRECTOR OF THE NORTON CITY COUNTY ECONOMIC DEVELOPMENT, AND COUNTY APPRAISER ALAN HALE ADDRESSED THE NEIGHBORHOOD REVITALIZATION PLAN FOR NORTON COUNTY.  SINCE IT WAS APPROVED IN NOVEMBER OF 2007, THERE HAVE BEEN 14 COMMERCIAL APPLICATIONS AND 39 RESIDENTIAL APPLICATIONS.  THERE WAS DISCUSSION TO CHANGE THE CURRENT PLAN IN ORDER TO ALLOW DEVELOPERS THE OPPORTUNITY TO TRANSFER PROPERTY AND TO ALLOW FOR A FEE SCHEDULE.  AFTER CONSIDERABLE DISCUSSION, THE COMMISSION AGREED THAT A FEE SCHEDULE WILL BE REWORKED AND THE WORDING FOR THE PLAN WILL BE REVISED.  THERE WILL BE LEGAL NOTICE DONE AS WELL AS A PUBLIC HEARING. COUNTY ATTORNEY DOUG SEBELIUS WILL CHECK INTO THE NECESSARY LEGAL PROCESS IN ORDER TO MAKE THE CHANGE.  SPROUL ALSO ADDRESSED THE COUNTY DEMOLITION PROGRAM.  THIS PROGRAM IS DESIGNED TO EFFECTIVELY MANAGE DEMOLITION APPLICATIONS TO PROVIDE INCENTIVES FOR INVESTING IN NORTON COUNTY.  THERE WAS DISCUSSION ON HOW TO EFFECTIVELY MANAGE THIS PROGRAM AS WELL AS TAKE INTO CONSIDERATION THE LANDFILL NEEDS.  THEY ALSO ADDRESSED AN APPLICATION FEE THAT NEEDED TO BE INCREASED TO COVER COSTS AND EXPENSES.  A POLICY WILL BE DRAFTED TO OUTLINE THE COUNTY POLICY.  ALSO FRIDAY, SANDY SMITH, FLOYD RICHARD AND MARK MCKENNA MET WITH THE COMMISSION ALONG WITH TERRY NELSON.  HE WAS ASKING THE COMMISSION TO GIVE AN EASEMENT TO RUN A LAGOON LINE, GAS LINE AND A TRACE LINE IN THE COUNTY RIGHT OF WAY.  THIS WILL BE A DISTANCE OF APPROXIMATELY A QUARTER OF A MIL.  NELSON ALSO ASKED ABOUT REMOVING THE DOUBLE WALL PIPE ON THE LAGOON WATER IN ORDER THAT LEAK DETECTION CAN BE FOUND.  THE LINE WILL BE SIX TO TEN FEET DEEP.  A PERMIT APPLICATION WILL BE REQUIRED.  THE COMMISSION THEN APPROVED THE RIGHT OF WAY EASEMENT.  DUSTIN DANIELS FROM FOLEY EQUIPMENT PRESENTED THE FINANCIAL DOCUMENTATION FOR THE LEASE PURCHASE AGREEMENT FOR THE TRACTOR-SCRAPER.  THE UNIT WILL BE FINANCED THROUGH CAT FOR FIVE YEARS WITH THE FIRST PAYMENT DUE AUGUST 26TH OF 2013.  THE ROAD DEPARTMENT PRESENTED TWO BIDS FOR THE EQUIPMENT TRAILER THAT IS BEING PURCHASED FOR THE DEPARTMENT, FOR 46 HUNDRED AND 4995 DOLLARS.  THE COMMISSION ACCEPTED THE BID FROM EQUIPMENT LOCATOR.  SHERIFF TROY THOMSON REPORTED THAT THE CROWN VICTORIA WAS AVAILABLE FOR PICK-UP.  THE TOTALED SHERIFF’S CAR WAS PICKED UP BY THE INSURANCE COMPANY.  THOMSON ALSO REPORTED ON A RETIREMENT IN HIS OFFICE THAT HE IS CURRENTLY ADVERTISING FOR.  HE WILL BEGIN INTERVIEWS THIS WEEK AND THEN MAKE A DECISION.  SOLID WASTE SUPERVISOR CURT ARCHIBALD REPORTED THE KDHE HAS GIVEN THE COUNTY PERMISSION TO BEGIN USING THE NEW PIT FOR TRASH.  THE SCREENS HAVE BEEN REPAIRED AND SOME HAVE BEEN INSTALLED. THERE BEING NO FURTHER BUSINESS, THE COMMISSIONERS ADJOURNED ON FRIDAY.  THESE MINUTES ARE NOT OFFICIAL UNTIL SIGNED AND APPROVED BY THE NORTON COUNTY COMMISSIONERS AT THEIR NEXT REGULAR MEETING TODAY.  ALL MEETINGS ARE OPEN TO THE PUBLIC.
