THE FIRST READING OF THE ORDINANCE TO IMPLEMENT A SALES TAX FOR THE POOL PROJECT AND THE REQUEST TO REMOVE A TREE WERE ITEMS FOR THE NORTON CITY COUNCIL WEDNESDAY NIGHT.  THE ORDINANCE REQUESTING A SALES TAX THAT PASSED AT THE POLLS ON NOVEMBER 6TH WAS APPROVED FOR FIRST READING WITH RON BRIERY AND JERRY JONES VOTING NO.  THE OTHER ISSUES FOR THE POOL PROJECT WILL BE BROUGHT BACK UP AT THE DECEMBER 5TH MEETING WITH THE BOND COUNSEL.  ALSO, KIM MORTENSEN ASKED ABOUT REMOVING THE TREE AT THE CORNER OF STATE AND EAST MAIN.  SHE SHOWED PICTURES OF THE DEBRIS THAT IS BLOWING INTO THE CORNER AND ALSO THE BIRD DROPPINGS THAT ARE BEING TRACKED INTO HER BUSINESS.  SHE ALSO STATED THAT THE BUSINESS IS NOT VISIBLE WITH THE TREE THERE.  THE COUNCIL APPROVED REMOVING THAT TREE WITH HARRIETT GILL AND ROBERTA RYAN VOTING NO.  MORTENSEN IS WILLING TO BE ON A COMMITTEE TO FIND REPLACEMENTS FOR THE TREES AND WAYS TO BEAUTIFY THOSE CORNERS.  ALSO, RONNIE KENT ASKED ABOUT THE CHARGES ON HIS WATER BILL.  THE BUILDING HE OWNS ON NORTH STATE STREET IS NOT BEING USED MUCH, BUT STILL HAS UTILITIES HOOKED UP.  HE ALSO ASKED ABOUT THE CHARGES FOR THE SEWER FOR HIS NEW BUILDING.  MOST OF THE WATER USED THERE GOES INTO ICE AND ALSO THE EXCESS IS USED TO WATER THE LAWN.  HE USES MINIMAL SEWER.  HIS REQUEST TO CHANGE HIS CHARGES ON HIS BILL WERE REFERRED TO THE UTILITIES COMMITTEE.  THE CITY WILL BE MOVING THE RECYCLING AND TRASH DUMPSTERS DUE TO MISUSE BY THE PUBLIC.  THEY WILL BE LOCATED BY THE STREET SHOP WITH A FENCE AROUND THEM.  SUE SHARP SENT A REQUEST TO DONATE THREE LARGE STATUES TO THE NORTON PUBLIC LIBRARY AND ASKED FOR THE CITY’S HELP WITH THE INSTALLATION.  THE REQUEST WAS APPROVED.  A PROPOSAL FOR CAMERAS FOR THOSE STATUES WILL BE BROUGHT BACK AFTER MORE INFORMATION IS GAINED.  THE PRAIRIE LAND CONTACT IS STILL BEING WORKED ON.  THE CITY WILL BE SHUTTING OFF POWER TO A PART OF NORTON ON WEDNESDAY NIGHT FOR WORK ON THE HOSPITAL SUB STATION.  THAT WILL BE FROM 11 P.M. TILL ABOUT THREE A.M..  TWO OF THE WASTEWATER TREATMENT PLANT OPERATORS HAVE PASSED THEIR FIRST CERTIFICATION IN JAMIE AMLONG AND DREW EAGLEBURGER.  THE APPOINTMENTS TO THE BOARD AND COMMITTEES WILL BE MADE AT THE NEXT MEETING.  THE BUDGET AMENDMENT HEARING WILL BE AT THE DECEMBER 19TH MEETING AT 5:45.  THE AUTOMATIC ESCALATOR FOR THE SEWER, WATER AND REFUSE RATES WILL NOT BE USED AND THOSE CHARGES WILL NOT BE INCREASING FOR NEXT YEAR.  THE CITY ATTORNEY WAS ASKED TO DRAW UP A RESOLUTION STATING THAT.  THE SIDEWALK REPLACEMENT REQUESTS AT 610 N. SECOND AND AT 320 NORTH FIRST WERE APPROVED.  THEY WILL PROBABLY BE DONE IN THE SPRING, DUE TO WINTER COMING.  THEY ALSO APPROVED THE CURB REPLACEMENT REQUEST AT 320 NORTH FIRST.  THE DATES FOR ACTIVITIES FOR NEXT YEAR FOR THE ELMWOOD PARK AREA NEED TO BE TURNED IN BY THE END OF DECEMBER.  UPCOMING MEETINGS ARE PERSONNEL WEDNESDAY AT 4:39 WITH UTILITY THURSDAY AT FIVE.  ALL MEETINGS ARE HELD IN CITY HALL AND ARE OPEN TO THE PUBLIC.
