School Board Notes

THE FINANCES FOR THE DISTRICT AND THE SUMMER PROGRAMS WERE ITEMS FOR THE USD 211 NORTON BOARD OF EDUCATION LAST NIGHT.  SUPERINTENDENT GREG MANN REVIEWED THE BUDGET PICTURE FOR 2013-14.  WHEN LENORA USD 213 JOINED THE NORTON DISTRICT, THE STATE ALLOWED A BUDGET BLESSING TO USE FOR THREE YEARS.  THE BASE AID PER PUPIL AT THAT TIME WAS 4012 AND WITH LENORA, THE DISTRICT WAS ABLE TO USE 4082.  THEN THE BASE AID DROPPED IN THE NEXT COUPLE OF YEARS DOWN TO 3780 AND THAT WILL BE 3838 FOR NEXT YEAR.  THE BUDGET BLESSING WILL BE OVER AND THE BASE AID NOW FOR NORTON WILL BE THE 3838.  FOR THE LOCAL OPTION BUDGET, WHICH THE NORTON DISTRICT AND MANY OTHERS USE FOR EVERYDAY EXPENSES LIKE ELECTRICITY, AND GAS EXPENSES, WILL ALSO BE DECREASING.  THE STATE AID FOR THE LOB WILL BE DOWN TO 48-49 PER CENT.  THAT WILL ALSO BE PRO RATED SINCE THE STATE CAN’T PAY THAT DOWN TO 75 PER CENT OF WHAT THE DISTRICT SHOULD BE GETTING.  THE BASE AID PER PUPIL, ACCORDING TO WHAT THE LEGISLATURE PASSED AND THE COURT UPHELD, IS SUPPOSED TO BE 4,492.  SO LAST NIGHT, AFTER SEVERAL EXECUTIVE SESSION, THE BOARD RELUCTANTLY CAME TO THE CONCLUSION THAT IT MAY BE NECESSARY TO REDUCE STAFF FOR THE 2013-14 YEAR.  THEY DIRECTED TO SUPERINTENDENT TO PREPARE A RECOMMENDATION FOR POSSIBLE DISTRICT WIDE STAFF REDUCTIONS FOR 2013-14 AND THAT IT BE PRESENTED TO THE BOARD AT THEIR APRIL 8TH MEETING.  THE BOARD ALSO PUT THE ISSUE OF UPGRADES TO THE DOORS LOCKS OFF TILL APRIL.  THE LOCKSMITH WILL NOT BE IN NORTON UNTIL MARCH 22ND.  THE IPADS FOR STUDENTS WAS ALSO PUT ON HOLD.  ALSO LAST NIGHT, THE BOARD APPROVED THE SUMMER SCHOOL PLANS AND STAFFING FOR THE EISENHOWER SCHOOL AS PRESENTED BY COREY ROY LAST MONTH.  THE SUMMER SCHOOL WILL BE THE TWO WEEKS RIGHT AFTER SCHOOL IS OUT AND THEN TWO WEEKS BEFORE SCHOOL STARTS IN AUGUST.  SUPERINTENDENT MANN PRESENTED THE PLANS PREPARED BY THE ARCHITECTS FOR THE FACILITIES PLANNING GROUP FOR THE EISENHOWER SCHOOL.  THE JUNIOR/SENIOR HIGH WILL BE LOOKED AT NEXT MONTH.  THE DRIVER’S EDUCATION FEE WILL BE INCREASING TO 100 DOLLARS PER IN DISTRICT STUDENT AND 150 DOLLARS PER OUT OF DISTRICT STUDENT.  THE BOARD APPROVED THE ADOPTION OF THE KEEP SYSTEM FOR EVALUATION OF LICENSED STAFF.  IT HAS BEEN DEVELOPED BY THE KANSAS STATE DEPARTMENT OF EDUCATION AND IS FREE. THE DEPARTMENT REQUESTED THAT ALL SCHOOL DISTRICTS NOTIFY THEM BY MARCH 15TH AS TO WHICH EVALUATION TOOL WAS SELECTED.  THE BOARD APPROVED THE RESIGNATION OF ROBIN SIDES FROM ALL TEACHING AND SPONSORSHIP DUTIES EFFECTIVE THE END OF THE YEAR, AND THE RESIGNATION OF PEGGY COX AS THE JUNIOR HIGH ASSISTANT VOLLEYBALL COACH.  THEY APPROVED THE SUMMER SCHOOL STAFFING AT EISENHOWER, KEVIN JILKA AND DOUG REUSINK FOR SUMMER DRIVER’S EDUCATION AND PAULINE KING AS THE REPLACEMENT ASSISTANT COOK AT THE JUNIOR/SENIOR HIGH.  THE NEXT MEETING OF THE USD 211 NORTON BOARD OF EDUCATION WILL BE MONDAY APRIL 8TH AT 7:30 IN THE BOARD ROOM OF THE UNIFIED OFFICE.  ALL MEETINGS ARE OPEN TO THE PUBLIC.
