THE RESOLUTION FOR AN UNSAFE PROPERTY AND THE ISSUE OF DOGS WERE ITEMS FOR THE NORTON CITY COUNCIL LAST NIGHT.  AT THE LAST MEETING, THE COUNCIL HELD A PUBLIC HEARING FOR AN UNSAFE PROPERTY AT 109 EAST MAIN, OWNED BY PAUL GOWER OF PHILLIPSBURG.  AFTER THE HEARING THE COUNCIL FOUND THE PROPERTY TO BE UNSAFE AND DANGEROUS AND ASKED CITY ATTORNEY KAREN GRIFFITHS TO DRAW UP A RESOLUTION STATING THAT.  LAST NIGHT THE RESOLUTION TO DECLARE THE PROPERTY UNSAFE AND DANGEROUS WAS APPROVED.  IT REQUIRES CERTAIN REPAIRS, AND SETS TIME LIMITS FOR THOSE REPAIRS.  THE TIME LIMIT IS 30 DAYS AFTER THE PUBLICATION OF THE RESOLUTION TO START ON MAKING IT SAFE,  HE WILL HAVE TO HAVE A CITY INSPECTION AFTER 90 DAYS AND HAVE THE BUILDING REPAIRED WITHIN 365 DAYS.  ALSO LAST NIGHT, THE COUNCIL APPROVED THE THIRD READING AND ADOPTED THE ORDINANCE AMENDING THE DEFINITION OF AN ANIMAL KENNEL IN THE NORTON CITY CODE WHICH IS FOUR DOGS TO CONSTITUTE A KENNEL FOR BOARDING OR TRAINING FOR DOGS OVER 6 MONTHS OF AGE.  ALSO, THE BID FOR INSURANCE FROM BOXLER INSURANCE WAS ACCEPTED.  IT WAS THE ONLY ONE PRESENTED.  THE COST WILL BE 110 THOUSAND 592 DOLLARS.  THAT IS UP 7 THOUSAND FROM LAST YEAR.  THEY BID THE INSURANCE EVERY THREE-YEAR.  THE CORE DRILLING WAS DONE YESTERDAY AT THE POOL.  KEVIN MACALYEAH WITH AQUATIC DESIGN WILL BE IN NORTON MEETING WITH CITY OFFICIALS AND VARIOUS COUNCIL MEMBERS AT 1:30 THIS AFTERNOON.  80 PER CENT OF THE PLANS ARE DONE.  THE ANNUAL CITY WIDE CLEAN UP WILL BE APRIL 22ND, 23RD AND 24TH AS SET BY THE COUNTY.  THIS IS ALSO THE FREE DAYS AT THE LANDFILL.  THE COUNCIL APPROVED CURT WALTER TO THE PLANNING COMMISSION.  THE JOINT COMMITTEE ON PUBLIC WORKS, UTILITY AND FINANCE CONTINUES TO WORK ON THE FIVE-YEAR PLAN.  THE ISSUE OF A POLE BUILDING FOR THE WASTE WATER PLANT WAS VOTED DOWN.  SEVERAL COUNCIL MEMBERS FELT THERE NEEDS TO BE FURTHER INFORMATION.  THE RESTROOMS AT THE ROADSIDE PARK BY THE WATER TOWER WILL BE TAKEN OUT AND THE LINES CAPPED.  THERE IS NO MONEY TO REPAIR THEM.  THE PURCHASE OF POTHOLE MATERIAL AND MOSQUITO SUPPLIES WILL BE PURCHASED OUT OF ANOTHER LINE ITEM, INSTEAD OF SPECIAL HIGHWAY.  THE CLUB LICENSE FOR THE AMERICAN LEGION WAS APPROVED.  THE BEER LICENSE FOR PRO CON FOR THE RACES WAS APPROVED.  THE SALES TAX WILL GO INTO EFFECT IN NORTON APRIL FIRST.  RETAILERS WILL NOT BE GETTING A NOTICE IN THE MAIL.  THERE IS A WEBSITE TO GO TO LEARN ABOUT IT.  THE COUNCIL AND MAYOR URGES ALL CITIZENS TO EXERCISE THEIR RIGHT AND GET OUT AND VOTE.  UPCOMING MEETINGS ARE PLANNING COMMISSION MONDAY AT 5:1 WITH PERSONNEL WEDNESDAY AT 4:30.  ALL MEETINGS ARE HELD IN CITY HALL AND ARE OPEN TO THE PUBLIC.
