Unofficial City Council minutes Aug. 6th, 2014

NOTE:  The following minutes are unofficial until approved at the next regularly scheduled council meeting.

 

August 6, 2014

 

The Norton City Council met in regular session Wednesday, August 6, 2014, at 5:30 p.m., with Mayor David Corns presiding.  Council members present were Jerry Jones, Roberta Ryan, Jeff Urban, Chriss McDiffett, Gary Lacy and Ron Briery.  Others present were Mike and Tiffany Figurski, Robert Bowman, Mike Stephens, Dan Bainter, Pat Morel and Darla Ellis.  City Attorney Karen Griffiths was absent.

 

Chriss McDiffett stated he would like the minutes from July 16 to include Brian Thompson’s concern that the City’s debt was somewhat high.  Motion was made by Roberta Ryan and seconded by Jerry Jones to approve the July 16, 2014, council meeting minutes, with the addition of Brian Thompson’s concern regarding the City’s debt level.  Vote taken.  Motion carried.

 

The following building permits were presented:

Dave Sheley              – $ 2,900 – Reroofing at 1008 N. Norton

Robert Wyatt             – $ 8,300 – Reroofing at 807 Middle Street

Janis Monier              – $ 1,800 – Dwelling remodel and concrete replacement at 405 E. Holme

Wyatt Family Trust   – $15,000 – Construct front porch at 807 Middle Street

Nt Co Comm Found  – $    500 – Demolish deck at 102 W. Washington

Debra Scott               – $  4,742 – Reroofing at 804 N. Wabash

Motion was made by Ron Briery and seconded by Roberta Ryan to waive the formal second reading of Ordinance #1660, amending the City Code as to the appointment of the City Administrator.  The City Administrator must be a city resident within 60 days of accepting the office.  Vote taken.  Motion carried.

 

Mayor Corns stated Mary Keith is resigning her Resident position on the Housing Authority Board.  Motion was made by Jerry Jones and seconded by Jeff Urban to approve the Mayor’s appointment of Carol Mayo to fill the unexpired term on the Norton Housing Authority Board, with the term expiring November 30, 2016.  Vote taken.  Motion carried.

 

Mayor Corns reported the city general sales tax receipts collected in June of 2014 totaled $22,667.58, the city pool sales tax receipts totaled $34,001.36, and the county sales tax receipts totaled $16,072.07 for a total of $72,741.01.  The 2014 year to date sales tax receipts total $488,157.85.

 

Mayor Corns stated he has received complaints regarding the gas bill for the heater at the swimming pool.  He stated he has talked to two communities that turn their pool heater on for one month to heat up the water and then shut it off once it is warm.  Motion was made by Chriss McDiffett and seconded by Gary Lacy to turn the pool heater off for the rest of the season.  Vote taken.  Motion carried 5-1 with Jerry Jones voting no.

 

Chief of Police Pat Morel reported Wes DuBois has resigned his position as Police Sergeant and his last day will be August 11, 2014.  Jerry Jones stated he would like to get a City Administrator hired before they decide to fill this position.  Chriss McDiffett stated he thinks this is an appropriate time to look into having one less officer.  Motion was made by Jerry Jones and seconded by Chriss McDiffett to not fill the vacated police officer position at this time; it will be reviewed after a City Administrator is hired.  The remaining five officers will cover the three shifts.  Vote taken.  Motion carried.

 

Jerry Jones asked the Public Works Committee to discuss the 35 gallon trash container requirement.  He stated the City needs to come up with a way to enforce the size requirement and not pick up the 55 gallon drums.  Jerry Jones stated he would also like the committee to discuss whether to continue yard waste pickup next year.

 

Roberta Ryan reported on the Chamber of Commerce meeting.  They discussed the Winner’s Circle.  Tara Vance has submitted her resignation, and they will be advertising for a new Chamber Director.

 

Jeff Urban asked if anything is going to be done this year with the blighted properties.  A hearing will be held on one of the properties at the next council meeting.

 

Chriss McDiffett stated the Airport Board approved their budget for 2015.  The fuel is now a separate account.  Karen Griffiths is working on an agreement regarding the lights on the Cropp tower.

 

Motion was made by Gary Lacy and seconded by Jeff Urban to approve Jim Broeckelman’s sidewalk replacement request for 14 feet of sidewalk at 210 W. Wilberforce Street.  The City will provide the labor and the property owner is responsible for the cost of materials.  Vote taken.  Motion carried.

 

Gary Lacy stated he would like staff to direct the Code Inspector to start doing something about all of the abandoned vehicles around town, which are untagged and not registered.  The Public Safety Committee will discuss enforcement of the ordinance regarding abandoned vehicles.

 

Ron Briery stated he is still getting complaints about the noise at the pool from the stereo system.

 

Motion was made by Ron Briery and seconded by Roberta Ryan to approve the Special Event cereal malt beverage license for the American Legion Riders, to have a beer garden in a confined area in the livestock barn, during the Smokin’ in the Barn Contest on August 22-23, 2014.  Vote taken.  Motion carried.

 

Motion was made by Ron Briery and seconded by Jeff Urban to approve the request to change a race date in Elmwood Park from August 16 to August 9.  Vote taken.  Motion carried.

 

Motion was made by Ron Briery and seconded by Gary Lacy to approve the Chamber of Commerce’s request to block off two blocks downtown: the 100 block of E. Main and the 100 block of West Main, for a Party on the Bricks block party.  It is scheduled from 8 a.m. – 2 p.m.  Vote taken.  Motion carried.

 

City Clerk Darla Ellis stated the 2015 budget hearing will be held Wednesday, August 13 at 12:30 p.m.

 

Motion was made by Chriss McDiffett and seconded by Ron Briery to move into executive session for 15 minutes at 6:42 p.m. with the Mayor, Council, and Co-Administrators present to discuss non-elected personnel.  Vote taken.  Motion carried.

 

Council resumed in regular session at 6:57 p.m.  No motions were made as a result of the executive session.

 

Motion was made by Chriss McDiffett and seconded by Roberta Ryan to approve Appropriating Ordinance #15.  Vote taken.  Motion carried.

 

Motion was made by Ron Briery and seconded by Jeff Urban to adjourn.  Vote taken.  Motion carried 5-1 with Jerry Jones voting no.  Council adjourned at 7:00 p.m.
